Cook the rice according to the instructions on the package.
Set oven to 200 °. Put the fish in an ovenproof form. Mix lemon zest and juice with salt. Brush the fish with the mixture. Bake in the middle of the oven for about 15 minutes.
Peel and shred the carrots. Slice the green onion. Fry broccoli in butter & rapeseed oil, about 3 min. Mix the carrot and green onion and let it simmer for a few minutes. Season with salt and pepper.
Sprinkle with coarsely chopped basil over the fish. Heat the sauce with stirring and add chili pepper. Serve the salmon with vegetables, rice and sauce.
